Bahaian Gardens - What lies beneath?

On the side of mount Carmel in Haifa (Israel), There's a beautiful huge garden. This garden belongs to the Baha'i faith. One of their temples is at the top of that hill side.
This garden is considered to be one of the post-1900 eighth wonders of the world (at least according to wiki)

The temple and most of the garden areas are restricted from the general public they want to keep it clean and tidy.

The big question here is - what lies beneath?
A rumor says they have a huge city under those gardens.
So maybe they are just hiding god from the public...

I wonder what kind of ceremonies they are doing down there.
Or maybe they grow some hydroponic cannabis in-doors and the gardens are just the cover.
Actually that will work - the police can't locate them by the high water consumption...
